歐洲電信標(biāo)準(zhǔn)協(xié)會(European Telecommunications Sdandards Institute 簡稱ETSI。是歐洲地區(qū)性標(biāo)準(zhǔn)化組織,創(chuàng)建于1988年。其宗旨是為貫徹歐洲郵電管理委員會(CEPT)和歐共體委員會(CEC)確定的電信政策，滿足市場各方面及管制部門的標(biāo)準(zhǔn)化需求，實現(xiàn)開放、統(tǒng)一、競爭的歐洲電信市場而及時制訂高質(zhì)量的電信標(biāo)準(zhǔn)，以促進(jìn)歐洲電信基礎(chǔ)設(shè)施的融合；確保歐洲各電信網(wǎng)間互通；確保未來電信業(yè)務(wù)的統(tǒng)一；實現(xiàn)終端設(shè)備的相互兼容；實現(xiàn)電信產(chǎn)品的競爭和自由流通；為開放和建立新的泛歐電信網(wǎng)絡(luò)和業(yè)務(wù)提供技術(shù)基礎(chǔ)；并為世界電信標(biāo)準(zhǔn)的制訂作出貢獻(xiàn)。
